Sets or updates the public handle (slug) for an Outli.ne profile.
Parameters

Call this tool when a creator wants to set their unique Outli.ne handle, or when preparing an outline for publishing, as a handle is required before a profile can go public.
Watch out
Watch out
- outlineId defaults to the authenticated creator's own outline — omitting it is the common case and is safe
- The tool enforces uniqueness globally across all tenants. If a handle is taken, the call returns a `VALIDATION_ERROR`.
- The handle will be validated for length and allowed characters (e.g., no spaces).
- IDOR is enforced inside resolveOutlineDoc; passing another user's outlineId returns NOT_FOUND, not FORBIDDEN, to avoid confirming existence
